Fudge is an older dog that was brought in as a stray.  Fudge was anxious at intake and barked and snapped at sudden movements.  He gave the Admin. Counselor licks through his crate and he also allowed the counselor to handle and pick him up and carry him.  He did allow the counselor to collar him
