Kevin pulls hard on the leash. The behavior team was able to collar him but he became overaroused grabbing at the leash (growling, air snap and redirect to the handler) kevin is slow to de-escalate an requires intervention to help redirect. Due to the behavior the behavior department believes that Kevin is not an appropriate candidate for SAFER.
