I came in the shelter as a STRAY on 04/22/2015 from NY 10453, owner surrender reason stated was STRAY.

04/22/2015 PET PROFILE MEMO
04/22/15 14:15 Finder stated that Justin followed them home yesterday. Finder let Justin sleep in the backyard and had litle interaction. They did state that they noticed him growl at another dog through a chain link fence. They walked him to the Admission center and he did not grow at other dogs while on leash. He did pull frequently while on leash. During intake, Justin had his tail low , began to stress pant, and pace back and forth while whining. He did allow the counsleor to pet and touch him. He did not take treats, but he did let the counselor scratch his ear and collar him. His anxiousness increased when attempting to place in a kennel. Justin tried to back away and roll out of the leash. He would still allow the counselor to pet him provided they were away from the kennel door.

A volunteer writes: When they were handing out good looks it seems that Justin got in line twice! With his silky-to-the-touch fur, bright chocolate drop eyes and a body so compact he resembles a miniaturized Labrador Retriever, this guy has it all goin’ on and his handsomeness is more than matched by his wonderfully friendly and affectionate nature. With so many hugs and kisses to give out and neighboring dogs to play with, Justin makes for a very anxious model and he’d much rather spend his time socializing or trying to ‘dig’ his way through the fence than pose for the camera but let me assure you, this boy is a real prize! Snuggles are second nature to him and he can never get enough, he adores other dogs and is keen to play, sniffing noses in the yard and passing them with a happy tail in the street and his leash and house training skills are quite impressive too. There’s no need to ply him with expensive toys because socializing is Justin’s favorite game and his idea of a dream come true would be a home where he’ll receive lots and lots of attention from his new parents and go on plenty of play dates with his four-legged friends. If you like your dogs small, dark and handsome and your best friends as affectionate and loyal as possible then Justin might just be your perfect match!
04/25/2015 BEHAVIOR EVALUATION – AVERAGE
Exam Type BEHAVIOR
Justin pulls a bit on leash. He was sociable toward the handler during the assessment – soft body. He was calm and relaxed during handling he was whining when interacting with the assessor, he was a bit submissive (head down, gaze averted).Justin was distracted, focused on objects in the room rather than the handler during the tag test. He was not interested in food, toys or rawhide. Justin did not show any concern during the behavior assessment. The behavior department feels that he can go to an Average home. Look: 2. Dog pulls out of Assessor’s hands each time without settling during three repetitions. Sensitivity: 1. Dog stands still and accepts the touch, his eyes are averted, and his tail is in neutral position with relaxed body posture. Dog’s mouth is likely closed for at least a portion of the assessment item. Tag: 2. Dog is not fearful, but is unresponsive to the Assessor, and approaches the Assessor at the end of the game (may need coaxing to approach.) He is focused on stimuli other than the Assessor. Squeeze 1: 1. Dog gently pulls back his paw. Squeeze 2: 1. Dog gently pulls back his paw. Food: 1. No interest. Toy 1. No interest. Rawhide 1. No interest.

When off leash with other dogs, Justin is initially anxious but will respond to solicitations. He will whine and is unsure. He may play with females briefly then begins to engage in sexually motivated behaviors.
